Phase Change from Secondary to Higher Secondary Schooling

Dear all,
I have a serious doubt in our education system. Most of the children score very good marks in secondary. But when it comes to higher secondary board exam they are not performing as they did for secondary board exams. Why is it happening? Is the age a problem or is there any other problem?
