Etiquette and manners go hand in hand with the children even doing coloring in their picture books that is provided to them. What I have seen personally that children get exited on seeing so many colors in front of them and that would induce them to play with the colors rather do the coloring in a neat way. I blame the parents in this regard. Because at the young age before coming to the school, the children must be made to handle the color and they must be taught with the discipline on how to make the colors within the picture and not to spill out the colors. If that little experience is taught at the home surely when they go to the school and coloring subject is given, they would behave sensibly and even advise the fellow students to follow the etiquette and manners while coloring the pages.
